The unannounced format is by now familiar for Western leaders visiting wartime Kyiv: no advance schedule, a night train in, and a day of meetings conducted under the capital’s air defenses. The Guardian’s live blog captured the morning’s choreography — Merz and Zelenskyy laying tributes at the makeshift memorial to fallen Ukrainian defenders at Independence Square, a field of flags and framed portraits of soldiers killed in more than four and a half years of war. What was different on Sunday was the timing — the chancellor had barely arrived before the war intruded on the visit itself.

Soon after Merz’s arrival, a Russian drone struck the North Bridge — the Pivnichnyi crossing over the Dnipro in northern Kyiv, about a 20-minute drive from the central railway station where the chancellor’s train had pulled in. Kyiv Mayor Vitali Klitschko confirmed the strike on Telegram: “Impact on the road surface of the Northern Bridge. Emergency services are heading to the scene.”

Footage shared online appeared to show a large explosion on the bridge as vehicles crossed it, with a fireball erupting on the span. As of Sunday, CNN reported there had so far not been reports of casualties from the strike.

The hit was the second on the North Bridge in two days, CNN confirmed. It follows Russian strikes on the South Bridge on Friday and Saturday, and several earlier in the week that shut three of the city’s six road bridges over the Dnipro, according to the Guardian’s live coverage. The pattern is deliberate: Kyiv, largely spared direct aerial strikes in the war’s first years, has increasingly come under attack since April, with the bridge campaign — hitting the same crossings day after day — designed to degrade the city’s logistics and rattle its population at once. Ukraine’s air defenses intercept the vast majority of incoming drones, but the sheer volume of the attacks means some get through.

The warning — and Sunday’s strike hours into a Western leader’s visit — reads as an attempt to make Kyiv feel unsafe for the diplomats and officials whose presence is itself a statement. Merz’s visit proceeded anyway, a deliberate answer to the threat.

It is also worth noting what the warning implies about Russia’s targeting doctrine: striking the capital’s bridges while foreign delegations are in town is a message aimed as much at European capitals as at Kyiv. The subtext is that no visit, no summit, no show of solidarity happens beyond the reach of Russian drones.

The bridge campaign is only the most visible edge of a wider escalation against the capital.
