Build the largest city in the Caribbean on an island with constant influx of immigrants. Deal with problems such as unemployment, over-population and food shortages. Use the Conventillo, a cheap residential building that houses many residents using little space.

Fancy being a dictator? Well this is the ideal time! Build a Tropico and control who and what happens in it. Juggle foreign relations and run a nuclear program! Apply Edicts to make your people happier, or to scare them to obey the rules. Recruit soldiers and have them carry out your will. just make sure to watch out for rebel attacks and even international invasion!

Players once again take on the role of "El Presidente," the larger-than-life ruler of a tropical island banana republic in the Caribbean during the Cold War era. Across a campaign spanning multiple islands, El Presidente must build and manage his nation, developing its economy and balancing the competing demands of rival factions from communists and capitalists to militarists, environmentalists, and the church. When he is framed for a murder and ousted from power, he is forced to flee, rebuild his base of support, and unravel the far-reaching conspiracy behind his downfall in order to reclaim his rule.
